We must have been reading separate series because Kamui seemed anything BUT a good leader to me. You tag some of his posts with "natural leader", "doing what a leader does", "taking charge because he's a leader", when he's actually not being all that great at it. He kept about 50 or so people alive after killing about 50 or so more? Was that good leadership? He's even tried to claim he lead people in "similar conditions". Aside from Tokyo and Discedo both being ruined cities, there are NO similarities. There aren't even NEAR the same number of people, fighting each other nearly constantly. They were more like refugees than the "citizens" of Discedo, which creates a massive difference in attitude towards the situation. No one seemed to like him much except for seven or so people. Not to mention he was only a de facto leader, as the group has OTHER "leaders", if I recall. He was the leader of his small group within the group. He practically killed people just for standing too close to his brother. That's not leading a city. That's barely leading anything.

The justification for his actions towards the police is that he doesn't like anyone trying to tell him that he can't kill someone if they threaten/go anywhere near Subaru, and he dislikes them even more for the fact that they throw people in cells, because they're trapped there away from the people that care about them. Recently, however, he's been trying to understand how they function as a whole and for ways to better them because he realizes that it's extremely unlikely that they'll actually cease as a whole and if they're more effective, people are less likely to try to start stuff, which means that they're less likely to try to hurt Subaru if anything ever came up.
Are you seriously saying that I'm doing something wrong by putting tags on an entry? I'm sorry, but that's ridiculous.
Kamui originally killed a good number of people for getting near Subaru because he perceived them as a threat and was in a chaotic state. Afterward, the other six "leaders" decided to make him their leader, and he simply protected Subaru's sleep, but otherwise, there's very little on his actual leadership skills in Tokyo and for all we know he could have been rather adaptive to the job by default. My personal interpretation was that he hated the position, but dealt with it anyway, and over three years actually developed into a somewhat-acceptable leader because of being forced in the position as the easiest way to protect Subaru. Additionally, Kamui did negotiate things with Fuuma towards the end of the Tokyo arc for the sake of not "letting the tower win", so he has to have at least a few leadership qualities to him.
And finally, the fact that they're both ruined, post-apocalyptic cities with limited resources is a big similarity in conditions.
