Please know, this can also depend on the photo you're using.
.Base= not so saturated, cropped, DO NOT resize, yet.
.Duplicate base twice//screen 100%.
.If it's still not really bright...image>adjustments>levels: 0, 2.14, 165 on RGB.
.Duplicate base again, drag to very top; set it on color burn, 100%.
.Merge, and resize 100x100.
.Save .png.
More used w/ this simple trick:
If it's too contrasted or washed-out, set it to linear burn instead of colo rburn.
