That noticeboard is in the interzone between the People's Republic of Easton and Lawrence Hill. Bus garages, tattoo shops and biker pubs. Shiny new biker pubs with shiny new bikes. They're supposed to be somewhere you sink, not aspire toward.
Was part of a bigger piece with Lovejoy on as well ... there were quite a few of these about, Stokes Croft, Easton and a fair few around The Cube. It's one of the chaps from Work Shop at Park Row responsible - possibly also for 'Lovejoy Hurts' and 'Lovejoy Will Tear Us Apart'.
Duddley Sutton - the chap that played Tinker - was on at The Cube recently doing something..
It's hardly as if I get out much these days ... just got an eye for these things, and occasionally bump into folk with the inside track.
Latest stencil grafitti to hit locally is a set of three policemen doing the three wise monkeys poses - quality isn't great, I'm not sure if the policemen are supposed to have George Bush's face. If you squint it looks that way.

I know someone who has an original early-period Banksy and is seriously considering cutting a chunk of his wall out, before someone else does it.
