I didn't scan most of that part, that's why. XD; Violet was Borus' fiancee when he was young. They arranged to meet at the red windmill in the middle of the city, which was Borus' first project (he's an architect), but there was a huge fire in the windmill and Violet died. Wanting to preserve her memory so he'd never forget her, Borus created the Love Tax to raise money to create the Parfait d'Amour around the windmill to preserve it.
