Feel free to have your character speak to her/have found the picture, but be aware that she's quite likely to attack - she's crazied today, after all. Mawata is armed with a knife, but she is also a fourteen year old girl - if your character can realistically disarm her that's fine, if your character would realistically be naive and get caught offguard that's fine too!
If you want to kill her, go ahead. If she isn't killed by someone else before the day's up, she's going to jump from the bridge so all her bad feelings can drift away ala the cotton floating tradition. Yay!
