Mandatory health care also prevents cherry picking- one of the things driving up costs is the fact that young healthy people think they don't need it, so they don't get health care. That raises the average cost per person insured, while also raising the costs hospitals have to eat when those uninsured people *do* need care. So, yeah, mandatory care is reasonable. I think it's functionally equivalent to raising taxes and giving everyone free care.
