Summary: Germany fears for Italy's safety because no matter how many times he tells Italy to be careful and pay attention, Italy is always careless and clumsy and ends up hurting himself. Germany decides that something needs to be done; the question is, what? Prussia jumps to his aid by "carelessly dropping" a "helpful" manual where Germany will find it. The manual tells him that Italy is probably doing dangerous, ridiculous things unintentionally without even realizing how risky his behavior is. In order to show Italy the error of his ways, Germany needs to show Italy how his actions look to an outsider. In other words, he has to act like Italy XD
