That's not latin!
This refers to the claim that the development of the individual reconstructs the development of its species. Such as, human beings evolved from fish-like beings, so there's a phase as foetus in which we have something like gills. Or we evolved from an ape-like being, and there's a phase when the foetus is covered with hair. Etc.
