Are we to understand that the Sanctuary in Highlander: Endgame was not built on holy ground? And that the Watchers who created it were ... umm ... developmentally challenged?

(I'm only wondering this now because, previously, I wasn't paying attention to plot ... I was looking for Peter Wingfield.)
