I can't believe I didn't save this fic link. It might have come from the SSHG Exchange, but not the most recent round. All I remember is that it takes place on a small island off Scotland. Not near the coast -- maybe the Faroe Islands, which are about halfway between Britain and Iceland. Seems like it's a research station the Ministry set up, and our heroes both have work there. They don't get back to mainland Britain much, which is both a blessing and a drawback. I don't remember much else, I'm afraid, except maybe a subplot about social activities ... a dance, perhaps?
