Right, Sam, I had some digging done on the Basement records from everyone's initial debriefings and medical checkups, and I've come up with a shortlist of people you might want to consider approaching for Torchwood Four. Of course, this is all from a quick skim of records while I'm across the city, and it's your team, not mine, so evaluating them individually is going to fall to you.
Ianto, if you could get Sam whatever other materials he needs for this whole process, that'd be great.

Burke, Juliet - Every Torchwood can benefit from having a good medic on call. Trust me. She's been helping out, both after the Calisto fiasco and now, during the plague, so she's got exposure to the kind of crap the Rift throws at us.
Faraday, Daniel - Recent medical notes indicate probable eidetic memory. Useful skill. I haven't had much contact with the guy, but I've heard his name around. He seems nice.
McKay, Rodney - Technogenius. Back in my universe, he was part of an American delegation sent over at your request, and got seconded later on. The man knows his stuff. (Apparently in the first week he was there, he and the other scientists from that delegation managed to scrape together a mass spectrometer from junk and spares.)
Onasi, Revan - Physical and energetic telekinesis, counselling training, I think I heard tell about strategic/tactical training somewhere in there, as well. And visions - she was the one who briefed me on Shepard. She's also functioning as the Conrad's physical trainer. Impressive resumé, much?
Ringland, Aubrey - Helped out with the elevator, if memory serves. That indicates some technological aptitude. Ask Toshiko if she has any information.
Wildmore, Penny - I know (well, to be fair, it's hearsay, but probably reliable hearsay) the Basement used her power to find things to verify Brando's death. It's a contingency ability, but potentially useful. And I've had just enough interaction with her (through certain cooperative projects)* to know that she's got a pretty good head on her shoulders.

...I hesitate to put her on this, but you may want to approach Liz Shaw. She worked with UNIT, the United Nations Intelligence Taskforce, so she should be well-qualified. I hesitate to mention her because from what I hear her opinion of Torchwood is none too high, and she might very well take offence to being asked to work for us.
This list, of course, omits angels, who have, I think, their own agenda. But you never know.
