...is this even a question? Malek is already there. Malek notes J--'s continued existence and, after ascertaining that he's not going to attack Elashte again, drags him out to a gay bar with some male dancers. For once in his life J-- doesn't have to suggest anything.
Leona(03) falls in love with the Vesmier(06), Owen(08) is jealous. What happens?
I think this would only work if by "falls in love with" you mean "targets for Org recruitment." And for "is jealous" you substitute "doesn't want the Organization to fucking win." At which point Owen would probably corner Ves and go "So, you might want to know that the Org is SKETCHY EVIL and Leona is the sketchiest and evilest," at which point Ves would go "I see." and politely decline any advances. And Owen either goes back to skulking in his morgue and hating the world (if working for Torchwood) or finds himself in deep, deep shit (if working for the Org).
Elashte(04) jumps you in a dark alleyway. Who comes to your rescue? Andy(10), the TARDIS(02) or Dmitri(07)?
...all three? Though I'm not sure I would need them. Elashte isn't that scary.
If I was in any real danger Dmitri would mace the shit out of him, and that would be hilarious, though.
One For Sorrow(01) decides to start a cooking show. Fifteen minutes later, what is happening?
He's fourteen minutes into an impressive tirade on the injustice of human two-leggers being the only ones around here with opposable thumbs.
Leona(03) has to marry either Owen(08), Elashte(04) or J--(09). Whom do they choose?
...I'm going to have to go with J--. He's the only one who could keep up with her.
Now, don't get me wrong, Elashte would be in the running by virtue of being a Neqa'el, but Elashte is too pacifistic, and political enough that the Organization's negotiators could get a line on him in other ways, and yes, this would be a political marriage. J--, though, is a wildcard, and Leona would want him where she could keep an eye on him, were he to come anywhere near her power sphere. And, not to be vulgar, but if she had to go and marry, horror of horrors, she would have a guy she could fuck. And one who wouldn't get bent out of shape if she decided he wasn't interesting that day and she'd rather have the newest thing on the Velvet Room's menu.
Owen is not even in the running. Sorry, Owen.
Dmitri(07) kidnaps the TARDIS(02) and demands something from Malek(05) for the TARDIS(02)'s release. What is it?
I think that would be booze.
