Penelope Clearwater, Various Items, July 1996

May 23, 2007 21:13

Name: Penelope Clearwater
Format: Letters, Notes, Memos and an Artefact
Date: Week beginning 15th July 1996
Relevance: Shows Ministry's response to the Death Eater attacks in the summer of 1996.

A letter, undated, on paper with the Muggle House of Commons letterhead to Penelope Clearwater. Study of the included text puts the likely time of writing as early July, 1996.

Miss Clearwater,
I’m going to be too busy dousing fires this next week to be in the office so I need you to ensure that the extra security is put on the registry and associated files and keep me informed of each stage as and when it happens. See if you can do anything with the Muggle side of things too - it may be the more secure route when it comes to the crunch. I realise this is not exactly your purview but you are probably most familiar out of all of us with what’s required.
If the new Minister comes along, unlikely but one can never be too careful, tell him I’m in Westminster dealing with the panic he caused on follow-up from his meeting with the PM.
You should have my number for emergencies although it might be easier to Apparate over and wait for me as I’ll be in meetings all hours God sends.

(Signature identified as belonging to David Appleby, head of the Muggle Liaison Office)

An Inter-departmental Memo, with attached reply, sent in response to tightening of security in the Muggle Liaison Office.

Ministry of Magic Internal Memo
From: Penelope Clearwater (MLO)
To: International Magical Office of Law
Date: 15th July 1996
Re: Data Protection

Dear Sir/Madam,
I need confirmation that the Data Protection Act (1984) in Muggle Law will only apply if the data is stored on Muggle devices - the data in question regards to names and locations of Muggle-born families along with associated documentation.

P. Clearwater

From: Cecil Stebbins (IMOL)
To: Penelope Clearwater, Muggle Liaison Office
Date: 15th July 1996
Re: Re: Data Protection

Dear Miss Clearwater,
I’m writing to you to confirm that the DPA (1984) only applies if the data is being stored via Muggle means, even if the subjects in question are Muggles themselves.

C. Stebbins

Note that further documentation between these two people was found but due to it not relating directly to the war, it was not included here.

Two adhesive squares of brightly coloured paper later identified as Muggle Post-its.

Green paper:
IMOL re: DPA (1984?) (ticked off - possibly in relation to the included inter-departmental memo)
DMLE - Thurs? (ticked off - study of the Department’s records show that the Office’s wards were changed on Thursday 18th July 1996)
Get everyone keyed in (an arrow pointing to the name David which is underlined - refer to the included letter, dated 19/7/96, for further information)

Yellow paper:
Floppy copy? (this may be linked to the included artefact which has been identified as a ‘Floppy disk’)
3 (may be linked to the three names underneath)
Me, David, Cabinet (all three are ticked off)
Pass: (heavily crossed out word which reads, after recovery, ‘Dunblane’ the meaning of the name remains unknown)

A photocharmed copy of a letter, dated 19/7/96, to David Appleby from Penelope Clearwater regarding the instructions left in the first included letter.

David,
The new wards are all set up but you’ll need to come in at some point in the next few days to get your wand keyed to them. I’ve got a disk for you with a copy of all the names and files on - password is to do with that thing in February, the name of the town in particular - and I’ve got a copy too seeing as I’ll be the one using it the most. It’s all within the Data Protection Act - I checked with IMOL - and I think it’ll be safer than the wards things because how many Death Eaters know how to use a computer?
The Minister never showed although Lenny was called up at one point along with all the stuff on Brockdale he could find. I think he just wanted to keep an eye on what was being said though - by the looks of things we’re managing to keep on top of it for now.

A Muggle artefact, later identified as an out-dated method for data-storage called a ‘Floppy disk’ (origin unknown) was also found with the paper work.

Note that numerous attempts at possibly retrieving the information on the device have failed as have attempts to decipher the code at the bottom of the label.
The label on the device reads:
If found please return to:
