The top five Windows problems:
1) Viruses.
2) Infections.

What a perfect acronym for the latest from Redmond!
Sadly, I couldn't fit in awful memory management, poor device/driver handling, ugly UI, inconsistent UI, overly-dumbed down UI (Thanks for hiding the advanced and custom options as much as possible, MS

Unfortunately, Microsoft seems to do a lot better when they arrogantly pursue their own agenda (which tends not to be half-bad in design), it's when Microsoft steals and copies ideas from other people that they tend to do it so very, very poorly.
Like the logic in Longhorn:
>Apple made an OS that's pretty and uses your 3D card for effects! Let's one-up them and make the effects oppressively gaudy, constant, annoying, and so the user can't get rid of them! But they'll be pretty! Let's make our OS pretty too only not have the UI design or graphic design folks have any say! WHEE PURTY SHADING!
>Apple has widgets that do little things and the people either love or hate, so Apple made the feature optional and put them on a "layer" so you don't see them half the time. We think Widgets are awesome and want them everywhere taking up space because we think users will want them too!
>Apple made an near-instantaneous search feature using metadata to allow you to search files or within documents. Pah, metadata! Let's create an elaborate and system intensive system of indexes! That'll show Apple! Metadata is for tools! Bloat is teh r0xx0rz!
>Oh, crap Steve Jobs keeps updating Mac OS X we'd better dump all these useless features that would make a better experience for the end-user and focus on the gimmicks so we can get this baby out the door!
To this day, I still don't see anything particularly cool, innovative, useful, or interesting about the new OS. Well, that's not true I'm very curious about the WGF 2.0 they are introducing and how that's going to replace DirectX accross the line and what advancements it will introduce. It is a shame they plan to abuse what looks like such a cool technology with superfluous graphical effects. Let's just hope all the ugly prettiness doesn't slow down our games.
