Ivan had been on his way to lunch when something caught his eye. He looked over to see some posters, along with a booth with some boy he felt unfamiliar with. Judging from those posters, it seemed like said boy was trying to get petitions signed. Well it couldn't hurt to help out, yes? It would be a nice thing to do, so he approached the booth to see what he could sign.

The first one was against public displays of affection in the halls. He immediately ignored that one. The second one was noise level. Ah yes. He felt a headache coming on just thinking about it. Some students were so rude and inconsiderate when it came to those next door. He picked up one of the pens and signed his name for that, adding a small heart next to his name.

Then came the rules against underage drinking. He frowned at the thought of young students not having the opportunity to experience the wonders of alcohol during their youths. The law made that so unfair, and it only stopped his fun when it came to getting others to do his bidding when he wanted it. "Why do you have a petition enforcing rules against underage drinking?" He asked in a concerned tone, but deep down had the urge to teach him a lesson.

As soon as Vash started feeling bored, he reminded himself that this wasn’t meant to be fun. Life wasn’t there to be fun. You did what was necessary and you did your best. Anything else should be a byproduct of a job well done. It was as simple as that. He could sit out here forever if he needed to. He was staring off at nothing when the tall senior walked up.

He had never really met this guy before, which wasn’t surprising because he didn’t go out of his way to meet new people. Vash evaluated him as he came closer. He had the strangest expression on and Vash couldn’t help but wonder if he was a little off in the head. But, it wasn’t like petitions couldn’t be signed by sketchy individuals. As long as he was part of the school and could sign his name, he met all the requirements Vash needed him to.

The Swiss boy was disappointed that his PDA petition was skipped over. He hadn’t really taken favorites, but that was an issue that really bothered him. At least the taller man had quickly signed the noise related slip. Vash gave a thankful grunt as that happened.

Vash raised an eyebrow as he was questioned, not expecting to have to explain his stance. “Underage drinking is illegal and it is the obligation of any institution to enforce national laws. Not to mention, it is also against school policy. Rules should either be enforced or taken off of the books so that decent students and the others are playing by the same rules,” he explained. Of course, underage drinking couldn’t be taken off the rule list, because, as he mentioned, it was federal law.

Since Ivan was closer to the boy than when he first saw him, he was able to get a better look at him. His expression didn't seem all that happy, but then again he wouldn't be making these petitions if something wasn't making him upset. He could at least look a little more cheerful to avoid scaring away customers.

He tilted his head slightly, still confused about the petition. "I guess you have a point there, but not everyone is going to follow those laws. Besides, how are they going to know if they did it or not? It's not like they could get pulled over by a cop, since the dorms are pretty close to each other," he argued.

Vash rolled his eyes. That was completely ridiculous. There were many ways to enforce a law aside from catching someone in the act. Several laws were enforced after the actual action had taken place. “Of course you can’t catch everyone, but that doesn’t mean you don’t attempt to catch anyone. Not to mention dogs can be trained to smell contraband of all types, they simply would have to have a once a night walk through each of the dorm hallways. Any dorm serving alcohol would be checked for underage drinkers,” he countered. “Or, even easier, these parties are rarely quiet, the noise alone could draw the staff to them and the students could be carded.”

Ivan was impressed at the boy's ideas. They were certainly creative, plus having a few dogs around sounded cute. "Hm... well having some doggies around would be nice. It would also save them money on buying expensive alcohol equipment, yes? They would be a hassle to take care of though." He shrugged his shoulders a bit, still unconvinced. "That would be troublesome if there weren't any underage drinkers at all." He glanced at his watch and realized lunch was nearly half way over. "Ah well. I just do not feel like signing that then."

Vash didn’t know what to say when the other man said “doggies.” Weren’t they all a bit too old for that kind of talk? He was also surprised that the speaker seemed to see some merit in his idea. He was more used to being seen as a deviant or a crack pot… He opened his mouth to argue further when the tall man said he didn’t feel like signing it. He frowned. He had thought he had almost gotten his point across with this one. Oh well… always more people around. “Alright. Fine. At least you signed one of them,” he said, not having the capacity or desire to actual thank him or give a more civil good bye.
