I'm pretty sure it's a laurel. I saw a Lithuanian medal in a YouTube video that looked a lot like it (huge nerd, lol). I lost the sketch I jotted down, but as far as I remember it was a laurel wreath with a sun at the bottom. The rays only shot out horizontally, in a squished X pattern
