I think it's more U.K. than England mainly because of the bagpipe.
ps. Just to clarify, igirisu can mean both UK and England. Actually both common names for UK can interchangably refer to England (..yeah, I know)

I'm translating this at the moment and for the pencil part I interpreted as tubeは[乗るえんぴつ], "the tube is like a pencil that you ride". I think because the head of the train is pointed like a pencil? Going out on a limb there but lol

The train in the tube seems to be actually flaaat faced, but the lyrics being written by Japanese, they might be thinking of something Shinkansen-like.

That one came with the first vol of the Anime DVD (UK and Japan are with the 2nd DVD)
I'm assuming it must have been translated by someone by now...? If not, let me know, I do love Germany (both the character and the country in that time period) very very very much XD
