The various Gilbirds are probably undercover spies for Prussia's info network, disguised as simple messengers. This is all for pranking purposes, of course. Especially in his (pranking) war with Molossia! /headcanon

Considering Prussia can apparently see whatever Gilbird sees(or at least understand him, since he held him out to spy on Germany and everyone on Halloween) I wouldn't be too surprised. . . .
