"Wh-What?! What are you asking?!" Japan flushed but he already knew the answer to that.
A whip answered him again instead of Germany's voice. "Stip now." Germany repeated, raising his whip for another strike.
"I-I understand!" Japan shouted, covering his face with his hands. "I'll strip..." and slowly he began to do so.
"Faster!" Germany shouted and let his whip strike the smaller man's arm.
"I-I'm sorry Germany-san..." Japan cried, moving faster until he was completely naked and flushing in front of the other.
"Now both arms held out." Germany ordered.
Silently Japan obeyed. Germany walked to him and took handcuffs out of his pocket. Quickly he locked them onto the other's wrists. "Now lean over the desk with your arms as support and do not move unless I tell you to."
Nodding shamefully Japan walked over and did as was ordered. "Like this?" he asked but did not dare turn his head towards the taller man.
"Yes Herr Honda." Germany said with a smirk and drew his whip back then swung it, striking the other hard.
"A-Ahh!!!" Japan shouted in pain, trying not to move but it hurt so much. He tried not to tense as his body twitched and spasmed with each hit. "Ahhhh G-Germany...s-s-stop! Onegai!! Yamaro!!"
"Are you ready to surrender Herr Honda?" Germany asked, suddenly very close to the other man.
"Hai...yes...please...no more..." Japan cried weakly.
"Good." Germany nearly purred and pulled Japan's pants down.
"Wh-What are you doing?! I already surrendered!" Japan shouted in terror, looking over his shoulder to where the blond man stood ready to enter him.
"I know my Japan, I am merely marking my territory." Germany answered and quickly entered the other making the smaller man howl. His thrusts were as perfectly timed as a march, neither to fast or slow but always torturous. He continued until he was sated, cumming deep inside the raven haired man. "Hm...just a tight as I'd hoped you'd be."
