"You'd be the one to know," America muttered as England pulled the belt back.
"Indeed," England said and with a loud swoosh and crack delivered the first swat.
America jerked forward and grabbed onto the edge of the desk tightly. England figured that the other nation hadn't taken into account the various troubles his people were facing had significantly weakened his defenses. England could actually hurt him in a way he hadn't been able to in years.
And England intended to make sure he did.
For a full minute the only thing that could be heard in England's office was the sound of a belt hitting flesh. America was able to remain silent through the punishment, but his shoulders and back tensed up between each blow. England knew America well enough to know he was also digging his fingers into the desk as hard as he could and was biting his bottom lip in order to hold in any sounds of pain.
"Why am I canning you?"
America didn't respond right away. England assumed he was gathering his bearings. "I don't - "
England didn't let him finish, he delivered a particularly hard blow to the top of America's legs, surprising the other enough cry out.
"Do you think I'm playing games with you?" England hissed. "If you do, clearly our conversation is just starting."
"Choices I've made," America said in a quiet voice. Then he buried his face into his arm, clearly remembering how this went.
Once more, the belt hit its target for full minute. England put quite a bit more force into the second round with full knowledge that America's skin was already sore and probably bruised. He was determined to make sure America remembered each and every lash for years to come.
Near the end, America's body grew still.
England took his time putting his belt back on and moving his desk chair into the middle of the room.
"Up," England ordered.
America did. His face was flushed and there were teeth marks on his arm. He walked over towards the chair without any further directions. He avoided England's gaze and bowed his head as he sat down slowly and carefully.
"I don't have enough time to list every mistake you've made in the past six years," England said. He walked over towards his desk and leaned against it, folding his arms. "But you haven't made them alone - and I'm not just speaking about the fact I should have taken my belt to you when you set your eyes on Iraq."
"Why didn't you?" America asked, though his sarcasm lost its edge quite a bit because he was still staring at the ground.
"Because I trusted you," England said. He unfolded his arms so that he could rotate his right arm that was tired and sore.
America had grown up enough to actually look at England in the eyes, mortified.
"Go home," England told him before America could open his mouth as he closed his eyes to rub them.
"I'd rather stay with you tonight," America said.
England sighed. "I always did spoil you. Come with me."
"Thank you."
England forced down a rising flush. "I rather suspect you won't during the next few weeks."
"I can take it!"
