France knows that he's doing this, he knows England isn't interested in him, and he knows England is doing this to make up what for America was too dumb to do. He lets it go though, he's done things before in the place of someone else. This was no different.
England was against the wall, his hands pinned with France's fingers laced with his. He's busy kissing England's revealed neck with his shirt open and he can hear England mumble France's name, but he's sure in his mind, he's imagining America. France doesn't care; they're both doing it to please one another. France even put a blindfold on England in case the guy wants to imagine it's America touching him instead.
France feels for him; England has loved America for so long, but he never got the hints. He never understood it all, England just gives up one day. He decides it's not worth his trouble.
He comes to France's room all of a sudden and France does what comes naturally. He makes fun of him, but England ignores it and kisses him. France doesn't know what's going on, but he can taste depression, misery, all of it in that kiss, and decides to give England what he wants. Comfort, that is. It's been happening for a month. England comes to his room whenever he feels like it, they make out and do whatever. France never bothers trying to pull him into sex too, because England probably doesn't want it with anyone, but America. So he figures he would wait until he's over America.
Which he still isn't. France sees England look at America occasionally, he knows England misses him, but he can't go back, England promised himself to discard America. He doesn't need unrequited love.
He knows that, after he tries to invite America out to eat dinner with him. America always accepts his invites so England figures this is no different, he has reservations ready and everything. He builds up the guts, because he tells himself, tonight he will confess.
All goes wrong, everything is crushed when America says, “Huh? Oh, sorry! I made plans with Spain! You know, he said he's going to show me the best Spanish restaurant, and...” America rambles on, he doesn't realize England is ready to push him away, and does so, and he walks away. America doesn't get it and complains, but England pays no heed, and that's when he comes to France.
He's hurt, he's tired of it. He never manages to confess to America, or America always kills the closest moment that's perfect for England's confession. He doesn't want to be hurt anymore. He knows France is always into things like kissing, so he knows going to him would be best.
France always puts on the blindfold, they kiss, and it goes from there. Occasionally England tries to cook for him, more so as repayment. Except they usually end up half-killing France, but that's expected.
