Lead up: Lebanon borders Israel to Israel's north (and Lebanon's south). From 1968 on, the Palestinian Liberation Organisation (PLO) and other Palestinian groups established a quasi-state in southern Lebanon and used it as a base for raids planned for northern Israel. Israel responded with its own attacks. Violence escalated back and forth (and also within Lebanon - the Lebanese civil war began in 1975).
Beginning in 1977 and continuing into 1978, friction between the PLO in southern Lebanon and Israel increased, resulting in:
14 March, 1978: Israel invades s. Lebanon. An Israeli success, but objections from the Lebanese government led to the creation of UNIFIL.
UNIFIL - the UN Interim Force In Lebanon - was created by the UN Security Council on 19 March 1978 to halt the invasion of s. Lebanon and get the Israel Defence Forces out of Lebanon, as well as work to restore peace and help the government regain control of the country (because, well, civil war). UNIFIL was reassigned troops from other UN peacekeeping missions in the area: the UN Emergency Force and the UN Disengagement Observer Force. There were indeed no Soviet troops that made up any part of these three teams.

March 1979: Egypt-Israel peace treaty is signed (following the 1978 Camp David agreements) by the president of Egypt and the prime minister of Israel (and they did share the 1978 peace prize) in Washington and witnessed by the president of the US. This made Egypt the first Arab state to recognise Israel officially and was interpreted by the Arab world as a giant stab in the back. But tensions between Egypt and Israel didn't die down, which sparked need for the peacekeeping operation CALUMET (which Canada was also a part of) in 1981. (Later that year, Egypt's president was assassinated.)
The USSR had been supplying Afghanistan with economic and military aid ever since 1919; this continued well into the 70's.
December 1978: Afghanistan secured a treaty to call on Soviet troops for help fighting the mujahedin rebels (which they immediately thereafter began exercising).
The USSR finally deployed troops six months later, buuut...
Dec 1978: CIA intelligence had penetrated and provided financial aid to the rebels, and...
July 1979: ...conducted propaganda operations against the then-communist Afghanistan regime and the Soviets
That's it for the facts, which are all from Wikipedia. I made .... *literally everything else up*. Allow me to make that perfectly clear...
-the fact that Russia thinks America forced its hand in forcing the USSR to invade Afghanistan? there is no concrete proof of that
-the fact that if Canada had been still 'seeing' Russia in 1979, that he would have been in a giant conflict of interest and the UN would have moved to do something in Afghanistan? I made that up
-the fact that because he wasn't seeing Russia, it meant Operation CALUMET instead of aid to Afghanistan, like they're some kind of mutually exclusive set? totally made it up
-the fact that somehow Egypt-Israel conflicts are related to Afghanistan? totally made it up. And also they're separated by like three other countries so it ...really doesn't even make much geographical sense.

About Canada and Russia, they were very IC and since I really believed they deserved an happy endign, I'm very happy they got it :)
America was IC too, even without really being in the story. I want to say that I really like him and my head canon says he's not so much of a villain, but any story needs one bad guy, so simply this time it was his turn :)

I, seriously, I just enjoyed how accurate and great this is. No sex without lube? You're a girl after my own heart.
Also, about your made up facts, I really really like that you made Russia's discourse of America forcing his hand into invasion, be it truth or not it resonates with the character and it's amazing how in-character you've managed to portray him (I'm such a sucker for Russia and to see him being so humanly played just makes my heart happy).
