This is adorable! Poor Prussia, I don't think Germany understands what he's going through- it must be terrifying for him.
The only critique that I can really give is that Prussia NEEDS to give the kid a name, it's a HUGE part of identity formation and autonomy (something very important in the toddler years).The kid should also learn more words QUICK because once they start talking, it's like the floodgates have been opened; 'mine' and 'no' are usually two of the first words in a toddler's vocabulary (you know, because of their developing autonomy and all..)
Also, a bit of interesting (at least I thought so) info. young children tend to overgeneralize things, so a horse (or any four-legged animal)can be a 'doggie' and every man in the world is 'daddy'- not that they consider all men that, child-adult attachment is serious business >=(
I would also love to know more about the child's background, I mean, a toddler would have a hard time living on the streets, especially alone- the psychological and physical strain is really damaging to a developing mind; the kid probably wouldn't be as warm and happy if such were the case, so he must have had SOMEONE looking after him.
