The history behind this is vaguely complicated in the verse. There are only 3 nations that know Prussia is female - France, Spain and Germany, the former two having agreed to a secret treaty to keep it quiet over the course of the wars of Austrian succession, and Germany because she raised him. She has a pretty overbearing attitude and was created for war, so she found it in her favour to keep her gender secret, even if that didn't matter to nations like Hungary. Chalk it up to early chauvinism and her Teutonic origins. She's very protective of Germany, even if it never seems the case, and it's pretty obvious from the fact that she accepted the dissolution of the Prussian state and helped fight both his wars even though it was exactly everything she didn't want to do. There was another fill I read on the meme ages ago about how Prussia was losing his power to a gradually stiff and idealogical Germany without realising and finds he has to accept the fact, partially because he cannot avert it without bloodshed and mainly because he loves Germany. It's a similar case here.
