"Shall I run off the names of officers? I personally know of many lieutenants and officers. They personally know me. I make it a point to meet with them. The better ones, they invite me for coffee, but that's not important right now. In any case, they are all on my family's payroll. How else do they get their tips? All of those anonymous tips you read about in the papers?" He lightly tapped his chest. "They come from me. You might wonder why I do this. That is not important either. But this may interest you: six years ago, a police captain was exposed as a corrupt, evil man who had been on the payroll of the Russians. It was part of the last War, wasn't it?
"Anyway, right after his murder, the war came to a stalemate, for the police captain had been a very vital part of the Russians' operations. And now that he was gone, the Russians were stuck. For, you know, they never expected him to be gunned down. No one has ever gunned down a police captain and gotten away with it. But his corruption and graft - as well as his many lady friends - all that helped make his death somehow publicly acceptable. His death so presented to our side a very positive development.
"With our remaining friends in the law enforcement, we were, essentially, presented with a very good hand. Very, very good. We could dictate results and that was what brought the war to the end." He stopped and eased himself off the table and into Gilbert's lap. Gilbert tightened but something about Antonio's easy manner made it seem acceptable. The men in the four corners were stoic observers. Antonio draped his arms over Gilbert's shoulders. He whispered, hissed, into his captive's ear: "We chose a captain, do you know? A very good and just captain. Everyone loves him. He is tall, strong, blonde, everything this blessed country stands for. And the best part of it all? Do you want to know? He listens completely to us. Do you know his name?" Do you know?
so, uh, hope what's happened so far is sort of what OP was looking for. /twiddles thumbs
