I'm really enjoyed seeing a quieter, more open Russia here; somehow, I don't think he'd necessarily show surprise like that in front of just anyone. Although it's kind of funny that a drunk England would notice his eyes widening just a hair. ;D Then again, at least here, he's the kind of drunk I am: still observant about himself and others, still able to censor his inner snark, but his inhibitions (and sense of personal space) are way, way down. It's kind of interesting to read. But good lord his sense of personal space is way down, considering how England reacts to being alone with Russia in canon. But is it really just the scotch, England? XD
Russia's not exactly my favorite character normally, but I swear this is the only time I've seen him showing affection to / interest in someone where it's just accepted for what it is. Even in fanfiction, there's usually some angsty past (or present!) or some kind of non-con / dub-con involved in even innocent touches. D: Of course, consent would be dubious here if/when they do have sex, depending on how much alcohol Arthur's really had, but I can never tell how drunk people are supposed to be in real life, much less in fiction. ^_^;
The larger nation blinked, wide lips curving into a smile - not scary, like earlier, but almost sheepish, embarrassed. I really like this line, randomly; it's just a nice description, and a nice mental picture to boot.
I'm so terrible at writing drunk people (maybe because I can't drink for medical reasons, lolnoexperience) but my interpretation is similar to yours - England still notices things and he loses all notions of personal space. He didn't react too badly to FRANCE touching him, for God's sake - that shows he's pretty bad. (I think he's gone past the weepy-drunk stage (BAW AMERICA, awareness and melancholy) and flew straight into the sleepy-and-accepting of physical contact stage.)
Totally agree that affectionate-with-no-strings Russia is hard to find - I can't even pretend to know what goes on in that head of his, but it's usually pretty dark. I've seen SOME fluffy Russia, but never with this pairing. (Then again, this pairing is in general fairly dark, and I don't have that much fic to look at for it. T____T)
