That killed the conversation slightly though England was more concerned with staying in one place. The waves from America’s entrance were causing him to drift about slightly.

“Can’t wait for dinner tonight.” America broke the silence first.

“No, me neither.”

All was quiet again.
Say something, they both thought, anything!

England this time. “Lovely day here, the sky…” He trailed off while mentally kicking himself. The bloody weather… you idiot! What the hell is wrong with you?

“Mm.”

England wondered if it was just the business of being in an outdoor bath with another that was awkward. Or was it who exactly the other was that was the bigger cause? He tried to imagine this situation with another nation in America’s place but it didn’t help so much as give very strange mental images such as Japan’s head on America’s body.

Quiet introspection then. For awhile now England had been wanting to impress America, preferably through wit and interesting conversation. Just little flashes of moments that would be remembered, maybe not in full, but as being good times. This silence was almost killing him right now.

At the same time though, he wanted it to appear as if nothing had changed. The thought of America realising that his behaviour had changed for some reason terrified him, because then-
Then what? There was nothing wrong with trying to appear interesting, so what was to fear? It was ridiculous, the whole thing; the product of having far too much time to reflect on the insignificant.

“If you could invite one person from history to join us here now, who would you choose?”

“What?”

“You know, the dream dinner party thing, only,” America gave a half hearted wave of his hand, “seeing where we are- who would you invite?” He’s trying to start a real discussion, England thought. Damn it, that’s what I should be doing!

“Just one?” England stalled for time. He couldn’t pick an obvious choice; that was no fun, and it wouldn’t be fair on America if he really was making an effort here, but he had no time left to think of someone suitably obscure and interesting either.

“Horatio Nelson. His achievements, personality, well, it might not make the conversation easier, but it certainly wouldn’t be boring.” Wait, oh fuck, the Revolutionary War. How involved had he been in that? Not very if his memories were correct, but still…

“And you? These kind of things work better with an even number of people, so who would you choose?”

“To join us here? No one, I’d invite them to the dinner party instead- much more appropriate,” he said with the widest grin.

“Oh, for- That had potential for a second,” England twitched his hand in a sign of dismissal and accidently flicked water at America.

“Hey! I was just getting to who I’d invite there,” flicking a much larger amount of water back.

“I didn’t mean- Get to that bit then!” He retaliated in turn.

“Kind of hard with a face full of water,” America smirked and aimed for his hair as payback.

“Well let’s stop this then,” England hoped he didn’t sound too frantic, but there was practically a tide after all that and they were getting ever closer to crashing together.

“You just needed to say the word,” America leaned over and half patted, half clapped him on the shoulder. It’s just a friendly gesture, all of this has been, England told himself as his face, though otherwise impassive, heated up. Bu he as good as has his arm draped over me!

“You- Are you blushing?” Shit.

At least he wasn’t laughing or about to jump out of the pool, England thought trying to keep calm. He raised the back of his hand to his cheek in an attempt to draw out the heat and, with any luck, the colour would disappear with it.

“It’s just the heat from the water. Why are you staring like that?” Deny and deflect. Bam- over to you, America.

“Shouldn’t you be used to the heat by now?” Damn logic. England was about to say that America was changing the subject, only, in truth, he was doing exactly the same.

“If you’re blushing like that…”

“What are you saying?”

“What are you thinking?”

They stared at each one another, searching the face for any kind of clue, but both only had expressions of confusion and so they found none.

“So you, you have- and…” America wasn’t sure where to start. England couldn’t believe he was almost stuttering.

“No I don’t, I mean, uh,” England tried to curb his default reaction of denial just this once.

“It seems like this should be so easy to say, but if, erm…” America had found the words he wanted only to lose them again as he tried to explain and decipher England’s expression at the same time.

“Hold on, hold on,” England waved his hands as emphasis. “How about we stop here and start again. Only properly this time, no rush.”

America smiled and held out his hands, palms down, rather than saying anything immediately. Calm, that meant. Or maybe “baseline”, England thought, ignoring the little voice in his head going “just like that”.

“Right.” America has a new look of determination about him.
“Me and you, we both… have something. But the other one never knew.” He hoped this was making at least a bit of sense. “Until today. That’s right isn’t it?”

This is the moment, and this is the time to jump.

“Yeah.” And there it goes.
America’s smile cracks into a wide grin.

“You could’ve fooled me! I can’t remember you giving even a slight hint or anything. Would’ve made it a lot easier I can tell you.”

“I could say the same, aren’t you supposed to be the open one?”

“Well, it would’ve been so awkward, you know, if you found it strange.” Yes, England knew it well.

“How long?” The words practically jumped out without thought and England regretted asking as soon as it was said.
America took a moment to think how to answer, swaying between the truth and a less embarrassing reply.

“It started so slowly, I can’t remember,” he said, going for the compromise.
“I didn’t even pay much attention at first, because it was almost like a natural progression.” England saw what he meant- in the last fifty or so years they had gone from just speaking terms to friends in the way that most relationships improve over time.
“But then,” continuing to both their surprise, he didn’t need to answer in the first place.
“It changed all of a sudden, though it wasn’t really, and a few months ago I started taking notice of everything” about you he nearly finishes off.

“That’s more or less the same story for me, a few months, a slow start, and so on.” Maybe more than a few months but never mind that.
“Amazing,” America said with a laugh and settled back down against the pool wall, so they were standing just that little bit closer than before. It was probably completely accidental, but still…
The reaction, though it was hidden thank god, was the same.

(Was going to include this as a A/N but forgot)
ignoring the little voice in his head going “just like that”.
This is a reference to Tommy Cooper -http://en.wikipedia.org/wiki/Tommy_Cooper, a British comedian who had "just like that" as his catchphrase along with a hand gesture- http://i107.photobucket.com/albums/m297/worldwidewardy/Tommy_Cooper.jpg.
It's not important, but I don't know how famous he is around the world so I thought it would be best to explain it, even if it goes against the cardinal law of Don't Explain The Joke.
This may be the only footnote this totally-not-historical fic is getting. XD

“This is certainly the oddest place I’ve ever made a confession like that.”

“That would make for an interesting bingo game.”

England laughed easily and felt tension, that he hadn’t even known was there still, melt away.
Without warning, America caught him in a kiss, muffling a surprised “what?”, though no answer was needed now. He soon relaxed, all thought suspended, apart from a small voice in the back of his mind yelling to itself “first kiss!”.
America broke away, straightening up with a- was that a hopeful look?

“You hardly ever laugh like that, and oh, damn. I was going to wait ‘til you finished. There went that plan.”
England kick started his brain back into working order so he could answer.

“You’ll just have to carry on being funny then.”

“Deal. And what are you going to do?”

“Whatever seems best,” he inched towards America, closing the gap between them,
“…at the given time.” He took a deep breath, daring himself to go for it. America raised an eyebrow. Oh-so tempting…
“Like?”
He blew on America’s glasses making them steam up and finished it off with a quick kiss before settling back against the pool side. He was glad to see they were both grinning like idiots. America was surprised by how affected he was- his heart had already been going like the clappers but now…
He suspected it was something to do with how he didn’t see it coming. Interesting; he would have to file away that little bit of information for later.
“Just one slight flaw,” he lifted away his glasses and put them down out of the way.
“Tadaa!” He said with a mock flourish, “your plan is foiled.”
“Or is it?” One less thing to worry about getting damaged.
“The correct answer to times like these,” he leant towards England again, “is always ‘Oh really?’”
They met in the middle this time, almost falling from a sudden sense of dizziness. Holy crap, I can feel the shape of his lips, I can actually feel him smiling.

The pool side was abandoned in favour for each other. The water around them cushioned each sway and heightened the feeling of detachment. England held onto America’s sides, back, then shoulders. It tore through America’s thoughts and he couldn’t decide whether all the fidgeting was just plain adorable or maddening. His hands slid down slowly so not to miss a thing. He wrapped an arm round the other’s waist whilst the other carried on. England noticed what he was up to and could only be amused until the touch turned into a press and they gasped, swallowing each other’s breath.

America manoeuvred round so that England was between him and the pool wall. Gathering him in his arms he kicked off from the sides so they were propelled into the centre. Was it deeper here? He didn’t know. The water was slipping over them like a blanket- so warm too. So this is why people get hot tubs.

A/N- Hope you're liking it so far. Any feedback, the smut (does it qualify as that yet?) in particular, would be great, as I haven't written much of that sort before so I don't know how it's turning out. Thanks!
