- Fem!Canada (Madeleine) - the polite, proper, and innocent schoolmarm. Quite shy, but she is beloved by her students. Most people either disregard her or confuse her with her twin sister...which can cause quite a few problems. She and her sister have their disagreements, but they have a close relationship despite this. She is the sole reason why the town has maple syrup. An odd white bear lives on her land, but she doesn't feel this is a problem. She keeps meeting this strange Frenchman around lately...
- Cuba - the genial, good-hearted preacher. A voice of reason, peace, and morality in the community. But that doesn't mean he's a weakling, he's plenty strong and carries a weapon. He gets along with everyone, except for that harlot Fem!America and her Den of Iniquity (which he occasionally frequents...the rum is good)! This has caused very awkward situations when he gets confused between the two sisters.
- Egypt - the shopkeeper, son of Isis Hassan. If you need anything, you go to his store. Beware, he's a killer at bartering (namely, he won't say anything until you pay his price). Though you can find everything there, he'll definitely make sure you leave with a pot. His place is also a good meeting place.
- Turkey - the town clerk. He handles everything, and hears everything. You need something notarized, or to send something out in the post, he's your man. Overall, a nice guy. He and Greece the bartender compete over who's heard the most/juiciest gossip.
- Poland - the town telegraph man, who really misses the days when he was a Pony Express rider. Ponies beat staying stuck in a stuffy office. He still loves his ponies though. Good friends with Lithuania and is very concerned about his friend's infatuation with Belarus. He works with Turkey and they get along very well.
The Outlaws - The Bad Friends Trio/Los Tres Amigos Malos (Il Romano)
- Prussia - outlaw extraordinaire and expert gunslinger. He often claims he's the best gun in the whole West. He and Ivan have run into each other before, and it wasn't pretty. He loves the outlaw life and enjoys roaming around, causing trouble with his friends. His brother tries to rein him in, to no avail. He's a grandson of Wilhelm Germania. He comes back to Hetalia prove to Hungary that he's a much better man than that prissy Austria. And, unfortunately, he owes her a favor - and is bound to honor it no matter what it is...
- France - the suave and smooth one, the planner of the trio. If there's a pretty girl or guy, he's going to hit on them. He's incredibly charming and persuasive. While he may seem weak or poncy, he's actually quite tough. He may have something to do with England's running out of town years before. Whatever it was, they know each other. Also, he's gotten very interested in Hetalia's schoolmarm.
- Spain - the bandito (but not Mexican!). He loves tomatoes and is very carefree. He specializes in cattle rustling, once able to steal three herds of cattle in a single night. The only one of four who is good at a game of poker and he could play a mean guitar. He perhaps is a little too affectionate to Romano for the latter's liking.
- Romano - The only one who smart enough in the group not to pose for WANTED! poster pictures. He also comes up with the escape plans (because they're good at getting in, but out...not so much). He's an expert complainer and quite trigger-happy. Unlike the others, who ride horses, he rides a very stubborn donkey. His brother is a deputy and he's the grandson of Augustus Roma Vargas. He isn't confident of taking over the family business though and Spain dragged him into this sort of life. He might enjoy it though...he's not admitting anything.

- China - He was the first of his family to arrive in Hetalia. Though experienced and highly educated, he originally worked as a railraod laborer because there were no other jobs. He doesn't like England too much, and may know something about the opium trade. He's an old friend of Ivan's, plus he loves Pandas. He's worked hard enough to rise about the prejudice to become the town doctor. As such, he's indispensable. He's probably older than he looks.
- Korea - the local bank teller and China's younger brother. He's great at numbers and his job, but he wishes he could do something more exciting. He's easily bored and wants to be a cowboy, or an outlaw, or a marshal...anything other than this. He tends to present a surprise to most bank robbers.
- Taiwan - a pretty young miss. She often helps her older brother China in his work. But she hopes to open her own clothing/tailoring store one day. She organizes a mahjong tournament at the saloon on most Friday nights.
The Town Government
- Sweden - the serious, intimidating mayor of Hetalia. He's actually quite the nice guy. But he doesn't get along too well with Denmark the Marshal. He's decent at his job and takes it seriously. But most people aren't too willing to go against what he's planning (even though he asks their opinion, calls town meetings, talks to residents, etc.) He often refers to his assistant as "m'wife" - perhaps too often to be called a joke...
- Finland - the mayor's capable wife assistant. He more accurately could be called the deputy mayor for all the work that he does. People are less intimidated by him than Sweden. However, he vehemently denies that he's Sweden's wife...though they live together. He's probably the best with a gun in all of Hetalia, rivaled only by Switzerland. In fact, he got the saloon to carry vodka because he beat the other man in a shooting contest.
- Iceland - (...I really don't know...)
- Old Man Fritz - the town lawyer, primarily called in whenever Prussia is arrested. He handles a lot of the wills and legal documents. Since he's one of the few lawyers in the region, he needs to travel around a lot. When he's away, he often leaves things in the hands of Finland and Turkey.
The Town Fathers / The Old Guys
- Rome/Augustus Roma Vargas - Deceased. Originally a prospector, he bought up the land and founded the town of Hetalia. Though friendly and genial, he could also be quite cruel and ruthless in his business dealings. He once owned all of the land in and around Hetalia, but this has divided up after his death. He was a huge political force in the region.
- Germania/Wilhelm Germania - Deceased. A friend(?) of Roma Vargas, who carved out a successful ranch in Hetalia. He gradually expanded his ranch, taking over others, and became a rich cattle baron. He intended for a young grandson (HRE) to inherit, but the young boy died. He was known for not smiling and had many grandchildren.
- Ancient Greece/Hellas Karpusi - Deceased. She was the beauty of her time, though she could be quite scary when angered. But she was often quite easy-going and laidback. She owned a successful farm in Hetalia, which usually provided a lot of the town's food in the beginning. Her son still owns the farm, but manages it while he works as a bartender.
- Ancient Egypt/Isis Hassan. Deceased. She opened and ran the first general store in Hetalia. She was thus essential for the town's prosperity. She was known for her mysterious aura and, when you got her to talk, her amazing stories. Her house was...interesting. Her son took it over after her death.
- General Winter - The last of the founders to die. He ran a very successful homestead and farm in Hetalia. He wasn't too close to the others, though he and Germania were civil towards each other. A very imposing and cold man, often feared. A former general in the army. (See Part One)

- Hong Kong - China's younger brother, who had spent some time in more posh schools in the east. A smart polite boy that England has taken a shine to...
- Sealand - England's younger brother, who was left behind when England left. He was adopted by Sweden and Finland. Energetic and eager to prove himself, he often tags along after Latvia.
