made in Photoshop CS2, involves a lot of selective colouring and a little channel mixer.
this is mainly to give vibrance to colours. this works best if your picture has lots of different colours.
do what you will to your own base but i suggest it be bright and crisp.
step 1:
apply a new Fill Layer (Fill Layer > Solid Colour) and fill with #0007a at Exclusion, 47%.
step 2:
apply a Selective Colour layer (Adjustment Layer > Selective Colour):
Reds: -100, +5, +26, +4
Yellows: -20, -100, +5, 0
Greens: +100, -100, -10, -20
Cyans: +100, -24, -100, 0
Blues: +100, 0, 0, +36
Magentas: -70, +17, -100, 0
Whites: -30, -30, -30, -30
Neutrals: 0, 0, -15, 0
Blacks: 0, 0, 0, +20
step 3:
yes, selective colouring again!
Yellows: 0, 0, -10, 0
Blues: -20, 0, 0, 0
Neutrals: 0, 0, 0, +3
Blacks: 0, 0, 0, +5
step 4:
apply a Channel Mixer layer (Adjustment Layer > Channel Mixer):
Red: 100, 4, 0
Green: 0, 100, 5
Blue: -4, 0, 100
step 5:
Selective Colour again.
Reds: -50, 0, 5, 0
Greens: -50, -70, 0, 0
Cyans: 0, 0, -50, 0
Magentas: 0, +50, 0, 0
step 5.5
i decided the yellow was too dark, so another Selective Colour layer:
Yellow: 0, 0, -10, 0
and we get this:
step 6:
just for fun, i add some textures.
i applied this at Screen 100%:
