This is a surprisingly complicated question to answer! My answer depends partly on how much time I have and partly on how complex the vid is.
I make lots of changes/additions/deletions on the way to a full (or mostly-full) draft; I would consider that part of the drafting process rather than revision. I export that draft and watch it a bunch of times and typically do a round or two of revisions on my own.
Then I get one or two people to beta it, and what I do next depends on what they say and how much time I have: maybe just minor tweaks, maybe a complete rethinking of what I'm doing, maybe a major overhaul of one specific verse or section. Then I check back with the beta(s) to make sure I didn't accidentally make things worse. (Yes, that's happened. More than once.) Lather, rinse, repeat as necessary.
If I'm having trouble with a particular section (usually the bridge or the ending), I may throw myself on the mercy of yet another beta to help me sort through what's going on with that section.
Once I'm sure the clips and the basic cuts are right, I export yet again and watch with an eye for really picky details of timing, color, etc. If it's a major project and I'm not running up against a deadline, I may call in someone else to check that stuff with me.
So I guess my answer is: at least three times, often six to eight times, not infrequently 18+ times.
