In short, this place is the City. It seems to lure in, and trap it's inhabitants here with no means of escape.

Both the living and dead reside here, from hundreds and hundreds of different worlds, apart from our own.

Now, as for me, I am indeed dead, Ms. Granger. Professor McGonagall is here, as well as Ronald and Ginny Weasley, Neville Longbottom, and Luna Lovegood, all alive and well.
