The HMS Victory is actually a first-rater so she'd need about 800 men to man her.... xD; Two dozens isn't quite enough. It doesn't really matter that she's not a pirate ship because pirates would commandeer ships for their own use anyway, that's one of the things that makes them pirates. xD But a first-rater is probably way too big for pirates though. Too big and too slow especially. Pirates preferred fast ships so they could chase down merchant ships and escape quickly. Also pirates tended to keep a crew that was double the size of the required for the ship type so they could easily overpower a merchant ship's crew.

Of course for an invasion The Victory would probably be pretty good. Although tactically I'd think several smaller ships would be better.
