Li Shui spends many, many years in confinement. And spending that long alone with his thoughts makes him a little... unhinged. Not quite to Alfred levels, but he starts obsessing. Thing is - he doesn't blame Maya at all. She raised him, she was practically his mother all these years, she's always cared for him and looked after him. Arthur, when he did see him, was busy and fairly distant. In fact the only reason he was turned was because Arthur wanted to give him as a gift to Maya to keep her temper at bay (which, despite her protests, did work somewhat). Instead, Li Shui starts becoming fixated on vengeance for Maya, planning to kill the person who lead the prosecution - Carmilla.

Perhaps fortunately for him, all hell breaks loose before his term of 100 years runs its course. We're about to get into some expanded universe stuff, so bear with me. Long story short, Gilbert does an excellent job of pissing off Dracula, who smushes him like a bug and throws him back down into hell. In retribution, Dumas (Gilbert's younger brother, basically HRE only a demon) leads an attack on Dracula, and all hell breaks quite literally loose. It plunges the entirety of Romania and many surrounding countries into total darkness for days on end, until Heaven interferes and puts a stop to the whole thing. End result: Dracula is sent back to the pits of hell that he came from, hundreds of vampires die, and the rest start to lose their organisation with the loss of their leader.

Very quickly, a civil war breaks out.

On one side, we have Carmilla, a traditionalist who believes that things should remain as they have been, and who calls on groups of covens to fight together on her side. On the other, we have Countess Elizabeth Bathory, power-mad and radical, demanding a change and that humans should be treated like the cattle they are, not as people, and gathers wandering lone vampires and turns many people to her side. Bathory, knowing Li Shui loathes Carmilla, springs him out and promotes him to general of her army.

This story is still being sorted out, so the end result is unclear, but that is essentially what happens to Li Shui after his imprisonment. Who knows yet if he meets Matthew - however, Matthew is on Carmilla's side, so if they do meet, it won't be pretty.
