When one doesn't like hospitals and is in a lot of pain they are inclined to swear up a storm, methinks. France is really just hanging out in Scotland's room, visiting and all that (though he practically lives there because Scotty's not getting out for a while). Scotty can grow most things back, maybe once the land that's ruined is habitable again he'll grow it back, but keeping people in that area is only going to make his leg go all cancer-y. And that sucks.
