Day 14

The first appearance of the strange cannibal was televised. While it's unknown if he was in the town prior to Day 14, it was when he first made himself known. Slumped in the chair pictured on Channel 15, he seemed at first not inclined to move.

[Broadcast] However, this changed late in the day as he stood and spoke something foreign before the broadcast turned off. Watchers were subject to static on their TV's, or changed channels, their computers shut down, and their phones turned off.

Day 15

[Broadcast] Though the man wasn't seen again, Channel 15 returned to normal, showing the empty room and the chair. However, a knife now sat in that chair.

[Call] Kensei, having offered to cook the townsfolk a meal, unwittingly offered the same to the cannibal. Though, over the phone, he turned the offer down, the man did show up later, eating a very rare steak Kensei made for him and washing it down with cheap beer.
