Exactly. They arrest people for murder and almost everyone agrees that's right. So homicide should be criminalised which surprisingly enough, it isn't in this place.

I think it's important. Let's see, say that the majority of police officers comes from a world that is different from yours. In their world, something is a crime that in your world is perfectly normal, so you wouldn't know that they consider it a crime, but they might arrest you for it. If there was a criminal code that the police adhered to, you would have known or been able to know that what you did was a crime and that the likely consequence would be arrest. Without such a code, you couldn't know.
