I live in Atlanta, Georgia and we're not allowed to own hedgehogs in this state so I know at least in the U.S. it varies by state. Good news is I'm moving to New York later this year so HEDGEHOG HO! :)

I live in PA but my hedgie lives at my boyfriend's farm in Ohio.

Hedgies are illegal in PA but not Ohio. Thank god for that! LOL!

I find the best way to clip hedgie nails is when you give them a bath. When you bathe them they tend to unfurl and flail their legs to get away from the water, so you can gently grab a leg while they are in the bath, or grab the whole hog if the will keep their legs out still while you hold them, and gently clip the nails. I use human nail clippers and just snip a little bit off at a time, being careful to not cut the quick (blood supply). It takes some patience, but isn't too difficult once you get used to it :)
