I'm just getting to understand this whole "second level" thing, though it's something I'm going to have to get used to. Other than that, supposedly the city can cause people to believe things that they normally wouldn't otherwise?

I've gathered something along those lines. It can also apparently bring people from... parallel universes - and can, and has, taken them from completely random times and places. I hesitate to say "taken" because it implies some kind of active party, but it seems to only be accurate.
