Very little was able to shut Ira up when he was on a roll, but a snowball to the bill was mildly effective. Until the stunning effect wore off and he went on an angry tirade.
Jack laughed from his perch on top of a bench. The duck couldn't see him, which made the directionless anger from Ira that much more amusing. Having never met a dragon before, he wasn't sure if she could see him or not, but Jack could never turn up a chance at mischief.
While she can neither see nor hear Jack Frost, water is her element, and she senses the center of the snowfall and some connection to Jack's vicinity, but only as the snow falls.
She curls her tail into Jack's path. "Invisible? Or not here?" she asks.
Jack stopped just short of stumbling over the tail, and gave her an annoyed look. "Not here? I feel like I should be offended by that."
The Winter spirit cartwheeled over her tail, freezing the slushy snow as he touched it, and walked onto the pond. Yes, walked; while he could control his power enough to not freeze people, water would always solidify under his touch and Jack was never one for shoes.
Plus he liked showing off, and he always made the prettiest patterns in the ice and frost.
"Who knows," he said, shrugging, and grinned to himself as he skated around and away from her tail - this was fun! "Hey, aren't dragons supposed to breath fire and and whatnot? Doesn't seem like a good mix with Winter."
Jack glanced his finger tips over her tail, not enough to cause cell damage or hurt, just enough to feel as cold as sticking a hand into a snowbank.
This is getting disturbing to the Dragon. She pulls her tail back and changes to her 'female' form, floating up a bit from the ground over the water, tail lashing behind her.
She takes advantage of the moment of stillness in the center of the power that's making ice (since she can't see Jack) to try again to capture him by wrapping him up in her tail.
"Ha! You're full of surprises," Jack said with a smirk.
Working his own magic on a larger scale than simple snowballs without his staff had taken some getting used to, but he was getting better. When the water came into contact with his will, it turned a darker blue and froze as it was. The results were rather beautiful frozen structures...that also surrounded him and gave his location away.
She lands again, standing on the water. "Wha are you?" she asks - meaning 'who are you?' but reverting to her original tongue's inflection of the word.
The dragon circles the ice-sculpture as it's made, eyes darting from it to the center of the magic bringing it into being and moulding it, but she still doesn't see Jack.
As the sculpture begins to take shape, she stops in front of it. "I will not harm you," she says as her tail moves towards Jack's chest, blindly groping (if gentle).

Jack jumped off the bench and made it snow over Ira as he walked past.
"Jack Frost. Can you hear or see me?" he asked, curious. "Never met a dragon before. Giant rabbit, yes, not so much a dragon."
