As for what she wants...I don't truly believe she doesn't want to come back. Not entirely.
You would not be forbidden to leave, if you chose. Orlouge himself went to the human world on occasion; it was during one such instance where he ran over into you.
Mystics can't have children. A mystic is simply a human that died and was given mystic blood; they are then reborn as a full-blooded mystic. Your own half-mystic status comes from Orlouge giving you his blood when you hadn't actually died.
They were Orlouge's institution, and as such should be taken with a grain of salt, as should everything else that was done under his rule.
