Because if it's some sort of an hilarious joke involving breaking into my quarters and leaving this for me, then the person responsible will feel either the flat of my hand or the flat of my blade, dependent upon their age.

I am well aware that I am a citizen of His Majesty and see no reason to carry a card to inform me of it.
