Headmistress McGonagall,
The Governors and I have had a discussion about recent events, and we are all agreed. The safety of the students is our absolute priority, and we must therefore insist that, until this war is brought to a satisfactory close, there be no further trips by the students to Hogsmeade. I know this will disappoint the students greatly, but it is simply too big a risk.
I wish it to be known that none of the Governors, including myself, hold any one responsible for the unfortunate incidents yesterday, other than those that perpetrated the kidnappings, and that we have the utmost faith in yours and Inspector Moody's ability to ensure the safety of our children while within the walls of the school. However, it is obvious to us that Hogsmeade is simply too vast and open to allow for proper security.
