try doing the same thing that's written on here for Saku route:

this site is written in the order so this might help you get through it
on this site it said you have to choose "京にしよう 平家は京の奪還を目指しているはず" at the end of Chapter 5 to get to Chapter 6 Saku route
I think this is the reason why it doesn't let you talk to Saku
you have to go to 京(Kyou) instead of 鎌倉(Kamakura) or 倶利伽羅(Kurikara)
after you choose Kyo in Chapter 5, Saku route should appear in Chapter 6 but you won't be able to get to her bond until you get her bond in Chapter 4 so all you can do at this point is listen to her story till the end and then use Nozomi's skill called "時空跳躍" and go back to Chapter 4 to get Saku's bond
complete the Chapter 4 till the end and save the changes, and then you have to go to Chapter 6 again and get another Saku's bond
after that you're in Saku route so you shouldn't have problem finishing the game till the end ^_^
