My guess would be because he knew it would irritate him.
I always get that there's this sort of pulling pigtails element to how Steve is with Danny. He loves to wind him up.

Now I want to see Kid!Fic (as in Steve and Danny are kids and in little kid lurve), where Steve does the kind of stupid kid things that seem mean, and when Danny goes home and asks his mommy why Steve is always picking on him she just kind of smiles and says 'you'll understand when you're older...'
