In principle you could attach the tzitzit and then make the garment four cornered by ripping the seams 51%. But that order would be wrong because you can't attach something l'shem mitzvat tzitzit onto something that doesn't require tzitzit.

I was thinking, actually, that it would be wrong for another reason, whose name I can't remember, but which comes up by succah. Isn't that convincing!

Bal tosif seems like a likely reason if it's succah. Does it come up when they're discussing why adding a 5th species is bad and wrong?

No, it's something about ... let me see if I can remember any of it...

Darn, I really can't remember. It comes up in patching Torahs; you aren't supposed to write the word on the patch and then glue it on, you're supposed to glue it on and then write the word, but I can't remember the principle, grr!

Gabriel knew. Gabriel always knows. תעשה ולא מן העשוי - means you have to make it, you can't sort of pre-make it and then do something that reveals it all ready-made.

Yes - you could make the holes and attach the tzitzit, and then cut the seams to make the corners.
