To lose one's abilities, no matter how small or trivial they may seem to others, would leave anyone disoriented at the very least.
I suppose it's the same all around, this 'chip' (although I don't know what it's a chip of), seals off the abilities that apply to the paranormal. For people with such talents, it would seem as though one had become half blind and almost deaf.
I take it the scientists suppress these powers in hopes that people will be less likely to kill each other. However, if people want to kill each other, there is no shortage of paranormal powers that will stop them.
There are, perhaps, other reasons.
