If he's on a low enough income, he might be able to get the Housing Trust (or Housing SA? whatever they're called now) to pay the bond. We had to do that when we moved because we're poor, haha. It's a bit of a hassle to do all the forms but they basically pay for you, then you give them the money back when you move out.

It's pretty fast. I'm pretty sure you just go in for an appointment to prove that your income is low enough, then they approve you, and then when you find a place you just take stuff in there for them to sign it. Maybe call them to check what the procedure is because he might have to take in payslips or something.
