Still, winter's not exactly riot season. Wait for the flashpoint of discontent to blossom in late July to mid-August; when people are the hottest and the most prone to snap.

That is the way it historically works, but I don't understand it. I'd think it would be a lot more advantageous to burn down palaces in January, when you'd welcome the warmth.
