They don't know yet. It was being retrofitted for earthquake safety and there was report of a welder on the roof at 10:30 pm the previous night. But nobody's saying what started the fire.

9 out of 10 chance it was sparks from the welders that smouldered in the tar and wood...but I could be wrong.
