Chloe was envious of Lois - she had everything Chloe had wanted since she was a little girl. A well-known reporter and partnered with Clark (something she started to dream about since the day she met him), however becoming Lois for the day changed everything. She knew that it was time for her to move on from the reporter dream and the Clark dream. Lois could be the reporter and have Clark.
Oliver was her dream now.
Green Arrow. Aquaman. Black Canary. Impulse. Cyborg.
She was Watchtower.
Chloe knew this is what she was supposed to do… help save lives.
